The latter became Bagshot and Crawley Rise Tennis Club, driven by a number of enthusiastic tennis players who utilised a private court in the Crawley Rise district of Camberley. SHBC granted a 35- year lease to BPFA and a sub-lease to the Tennis Club for a concurrent period. The BPFA itself was governed by a Committee of local volunteers, on which the Tennis Club, Bagshot Football Club and the Girl Guides were represented as affiliated clubs. The BPFA was and is financed by Council grants, affiliation fees from The Tennis Club and from hire of the Pavilion and field to a wide variety of sporting and recreational activities.

Expansion of the Club

Although membership remained comparatively modest, the Club was able in 1995 with help from the Lottery Fund and Sport England to re-surface Courts 1-3 and build a new court, all equipped with metal halide floodlights. The Earl was made an honorary member at this time, though he himself, confessed to playing “real tennis” at Hampton Court.

The hoped for and planned increase in membership, following these improvements, did not materialise, as other new sports emerged into the limelight. Added to which, the establishment of Berkshire Racquets at Bracknell (now the David Lloyd Centre) resulted in many new members adopting this as their new centre of activity, offering weatherproof play over the winter months and other attractions. Membership diminished over the next few years to critical levels and was only partly restored by the closure of Lightwater Tennis Club. Bagshot immediately offered members there a new home and about 10, some becoming vital to the future running of the Club, became part of the family. In 2007, the Club applied to HM Revenue and Customs to be reconstituted as a Community Amateur Sports Club (CASC). This process involved changes to the Constitution and redefined the Club as a charitable institution, open to all without discrimination. The change of status exempted the Club from payment of business rates. The Club has always belonged to the Lawn Tennis Association and the Woking League.

Nevertheless, as the expiry period of the SHBC leases approached, the Committee recognised that its membership was aging and that the key to expansion lay in recruiting enthusiastic coaches, developing a large junior programme and renewal of the facilities. In 2008, with the help and support of Bracknell Tennis Club, Giles Davey was recruited as coach. Junior membership expanded and Giles also undertook coaching work in 7 local primary schools. Giles, however, lived in Kent and over time found the M25 commuting increasingly difficult. In 2014, after advertising the position on a world- wide basis, the Club recruited two, highly talented coaches, Jason Jokoo (LTA Level 5) and Megan Emmett (Level 4) as JET Tennis. The arrival of the new coaches energised the Club and adult and junior membership rapidly expanded from 60 to 80 adults and to 149 juniors by July 2016. The coaches also undertook coaching in some 9 junior and primary schools locally, involving 200 youngsters in tennis. In line with the Club’s charitable objectives, the Club part funded pro bono coaching work in schools on the Old Dean estate and in Portesbury and Cawarden House, schools for disabled and disadvantaged children. These initiatives gained considerable recognition with local councillors and Surrey Heath officials which were subsequently recognised by the award of Surrey Heath Sports Club of the Year and then Surrey Sports Club of the Year 2017. These awards were won in competition with sports clubs of all types across the County and registered a signal achievement for a small club.

Renewal of the Leases

In concert with BPFA, the Tennis Club embarked on negotiation with SHBC on renewal of the leases in 2013. Because of pressure on local government finances during the period, these negotiations did not prove easy and were not settled until August 2016 when renewal was agreed on both leases for a period of 25 years. As negotiations proceeded, it became apparent that the Football Club were not willing to accept new terms relating to their licence. Quite separately, the Football Club had moved their first team to Fleet and had become essentially a semi-professional organisation. In the final analysis, they decided to leave Bagshot entirely. Unwilling to see the demise of football on the field, the BPFA agreed an arrangement with the Bagshot junior football club, Curley Park Rangers, to hire the field on an annual basis.

The Development Plan

Recognising that the Club’s membership was expanding steadily and the facilities aging in parallel, the Committee approved an ambitious Development Plan (Renewing the Facilities) in September 2016. The Club is situated 302 feet above sea level and the courts were frequently unplayable during the winter, particularly on Sunday club sessions. Artificial clay was also considered for Courts 1 and 2 for the same reason but was rejected on strong advice from the LTA and the contractor for Courts 3 and 4. Courts 1 and 2 are in close proximity to a belt of trees and the consequent leaf fall was forecast to induce growth of vegetation which would seriously damage the clay carpet. Nevertheless, artificial clay on Courts 3 and 4 have proved very popular with members and significantly extended play in winter.

It is intended to apply for full planning permission for installation of LED lighting on Court 5 shortly, with installation, hopefully, in late summer. Subject to finance, it is expected that the final elements of the Plan, re-surfacing of Courts 1 and 2 and fencing can be achieved in 22/23. Completion of the full renewal of the facilities, coupled with regular maintenance, should ensure that the Club can continue as a fully updated tennis facility, open to all, for the remainder of the lease. It should be recorded that the programme has only been made possible by tireless fundraising by members, grants from the London Marathon Trust, Sport England, SHBC, LTA, Windlesham Parish Council and Shanley Homes, coupled with drawing down the Club’s own sinking fund.

Growth in Membership and the Future

Since 2016, membership has significantly expanded and reached 120 members at the close of 2019/20, due both to the efforts of the coaches and to advances in welcoming new members (Meet and Greet) and latterly, of course, better organisation of Club sessions, team training and innovative special offers. While Bagshot has always been a welcoming and friendly club, the Committee recognized that with greater numbers, a more organised approach was needed. The arrival of the pandemic in March 2020 and associated lockdown, appeared, initially, to depress membership but the Committee’s decision to extend the renewal period, to publicise imaginative offers coupled with the determination of many people, either to take up tennis or to transfer from other facilities or sports, has, paradoxically, boosted numbers to a current total of 179 adult members on the main database and about 120 juniors with some 23 older juniors entitled to participate in Club sessions. This level of membership should enable the Club to finance its remaining development commitments and provide the basis for a bright future. The recent appointment of a Social Secretary and the refurbishment of the Pavilion by BPFA should present much greater opportunities for the Club to mature into a well- established, popular amenity for local people in Surrey Heath.
